I got a package from Argentina last week via FedEx - THEY ARE WORKING AS USUAL.

They stopped in the US on Sept. 11, 2001.
Some countries can make exceptional laws basis force major like in 2001.They stopped in the US on Sept. 11, 2001.
However, Argentina has chosen not to basis its decree, "comercio exterior".
Even in 2001, cargo ships and cargo planes had not become abandoned. Maybe stopped flying in and out of USA and some countries for few days...but not for ever or for rest of the world.
