My husband and I recently got our work visas and we did everything here (BsAs) with no need to fly back to the States. However, we did have to do a lot of prepping (tons of paperwork) before leaving the US. I imagine that a company could choose to send their employee back to the States to make gathering the necessary documentation easier and quicker, but it wouldn't be mandatory.

Even several years ago, when the "law" stipulated that work visas had to be ""delivered" outside of Argentina, it was possible to apply for and receive them here. This was also true of the visa rentista.

Save for my birth certificate and apostille, I did everything from BsAs ON MY OWN for the work visa. If you have any particular questions, let me know.
 
I applied for everything here. Brought all my documents with me, had them all stamped by the apostille and then getting everything sorted here was relatively straightforward, although it did involve a "immigration specialist" who seemed to have a magic ability to hurry things along...

Where did you receive the stamp (or seal) of the Apostille?

I had all of my docs receive the Apostille at the offices of the Secretary of State of the state(s) of issue. It was relatively inexpensive...a lot cheaper than using a private company for this service.

Like Bianca, we did all our papers from here in October/November. We initially entered as tourists.

You'd also benefit by doing some networking with people in your field. Remember that LatinAmericans are all about relationships! Maybe before going to BA you can start browsing groups and associations in BA that are registered in LinkedIn, Xing or even Facebook.
