You might find the articles online for sure, just type " Constitucion Nacional Argentina", I don´t know anything about a cut on subsidies, I just see a huge fine ( Puree ) on the bill plus more and new taxes, they can cut the subsidies all they want, but these fines and new taxes are illegal period.
 
I agree with you 100%! To tax someone on the complete years annual usage over and over again is illegal...no matter how you look at it upsidedown or sideways..it's just wrong!!
