Getting the "official rate" in Paraguay.

Reuters reported that some people are changing their pesos into dollars by going to casinos in Paraguay.

"Others are coming up with more imaginative solutions such as buying tokens at casinos in neighboring Paraguay with a credit card before cashing them in for dollar bills to carry home."

Has anyone heard of anyone who tried this? If so, is there a limit?
 
I live in Puerto Iguazu of the border of Brazil and Paraguay, No one outside of the country wants Pesos. Here, the rate is about 5.80-6 pesos to one dollar.
 
Hence, as the article mentions, they are using a credit card.

I also noted in that articale they said Argentina was behind in payments since LAST OCTOBER. So that's how Cristina continues to fund at least the electric subsidies...at least the 40% that's coming from Paraguay.

Paraguay and Argentina have been going at it over Paraguay's surplus power from Yacyretá Dam. Paraguay contracted with Brazil or Uruguay to sell power. Only problem was the distribution lines were going to have to go through Argentina. Argentina nixed the project by asking for high tariffs. Something like 40%. Made the whole thing uneconomical. Now nobody get anything. Kind of how it works in Argentina, all or nothing.
