If you really want complete control of your passport photo, you can take the photo at home on your digital camera and have it printed on the passport sized paper. Just be sure to look up the requirements for background, composition, etc.

I have. I went to four places first, all were rejected by my embassy until this one. As per the lack of mugshots... I think that's the nature of the beast. Good luck.
