I know the Hilton Puerto Madero used to. You could call them to see if they still offer that service.

You can do it if you possess a bit of gumption and overlook a bit of moral fortitude!
Go the front desk in your hotel of choice before check-in time opens and ask to leave your luggage whilst you head out to change some dollars before checking in. They will give you a ticket for your luggage.
Head up to the pool and show the ticket to the pool attendant and ask if you can use the pool while you wait to check in. No pool attendant will ever say no.

The Sheraton Retiro allows non-guests to become members of the Pool Club , with privileges to use the Pool, Sauna, Gym and Tennis Courts. (For day pass or season). Other hotels with Pools also provide such privileges

Just checked on the phone , after the Pandemic , Pool memberships for non guests are temporarily suspended. Sorry.
