Don't count on it, and if changes have happened, chances are it's change for the worse. Particularly with budget places, on average.

Nope you don't but with about 500 lockers I take my chances.

Retiro busstation also got a locker room that is manned I think 24/7, that could also be an option

The Chacabuco address is better than the San Juan. The San Juan location can be a bit dodgy, but isn't that bad. However, I'd stay in Palermo if you are worried about safety.
