I checked out the Kayak site on the NYtimes article. What I don't understand is how a RT ticket from BA to Santo Domingo costs more that a RT ticket from BA to NYC ???,... weird.

skyscanner.com

With Matrix (quoted by hendiatris) you can set the currency and the city of sale, this way you can see the prices depending on your location without switching it on several websites (i.e. Aerolineas, Lan, etc.).

In my experience, the best price is on cheapoair.com, but you need to first locate your exact travel dates since they don't offer a matrix-like search (only a +/-3 days flexi search).
As hendiatris does, I start searching on Skyscanner to see the price for the whole month, or on Adioso (though it still doesn't cover all of the airlines in the world) which has a superflexi search (such as from BUE to anywhere, duration 3 weeks, any time of the year ).

Another spot-on search engine with good prices is mobissimo.com

I've been monitoring flights pretty closely and it seems that Google flights is definitely the cheapest. Prices to Buenos Aires from Texas are lowering and now are less than 1k.

It's based on the same algorithm but google flights works better. I compared prices and google flights seems to be better.

There are lots of considerations for airline pricing. For example Dubai is now trying to develop their tourism and prestiege by having their airline offering low fares and deals that will lure fliers to stop over in their country.

The 'hidden city' phenomenon is well known and occasionally someone figures out how to use it to beat the airlines on fares.
