How to get $US to someone in Argentina

I need to send $US to someone who is an Argentine citizen. The money needs to stay in $US- how can I do this? Also, is there a way to send $US to someone in Argentina and have it go into their Argentine bank account converted to pesos? Trying to figure out both of these scenarios.
 
I use Xoom, I've been doing it for years. It's a PayPal company. There's no transfer fee If you deposit $300 USD or more to a local bank.
You transfer $US to an Argentine bank? Is the money converted to pesos? What is the process for transfering? We tried Wise and my friend had to justify to the bank what the money was for and it was a whole thing.
 
Yes I transfer U$D $$$ to my local bank here in BA. The US $ is converted to pesos. You need to create an account with Xoom.
All you need is your email and the US bank where the money is coming from. You'll need the local CPU bank # where the $$$ is going to be deposited. Look for the “Quick Send” tab on the left side of the Xoom page.

i'll stick with WU as its been reliable, fast and safe. As I've said before, their fee is a cost of doing business.

For the second scenario Xoom and Western Union have been the most common for many years. MoneyGram too. You say "Family Support" when asked why sending. The bank will not ask questions, but the service might ask the receiver to complete a form especially if money sent multiple times.

What is the purpose of the funds?
Does the receiver have a USD account in Argentina?
Is the receiver registered with an ARCA regimen?
If the above two are yes, does the receiver want USD in a bank account or do they need physical bills?
 
I forgot to mention that you don't need a local bank account to transfer money from the US. Xoom has various pick up spots around the city.
In the beginning I use to use MORE on Libertad 1057 street right off Av Santa Fe. It's always full of tourists. Just remember to bring your passport and transaction number.

The funds are for our friend who is doing us a favor and making an in person payment that must be in $US. She is an Argentine national but I am not sure what ARCA is. We will see what happens. In the future we would like to be able to send her $$ from our US bank that she can receive into her Argentine bank as reimbursement for helping with care for our mother. We need this to be as easy as possible for her as she is doing us a HUGE favor.
