1) There is no condom shortage and this is not Cuba
2) You can get condoms for free at any health clinic/hospital/woman´s center, and there is no limit. You can also get birth control (such as IUDs, pills, shots) for free. I agreet that they are expensive for poor teenagers, but there are ways to get them free.
