Hypothetical argument.
Obviously this country is running way way below its abundant profound capacities and its vast potential.
Where to start?

Very Very difficult since almost 80 % or more of the electorate is Peronista, Insurralde , Massa , Scioli, De Narvaez therefore there can be no great changes,....!! They will not vanish... Anibal Fernandez will always be there... jajajaja. An UCR government very remote...!! Only more of the same.

How about encouraging exports.
Seems like a no-brainer- every manufacturer in Argentina, every agricultural product, every natural resource company would employ more people, bring in more foreign exchange, and grow the economy, and pay more taxes.

Instead, they have export taxes, and then many more customs and duty and handling expenses.

Its silly.

There are a lot of Argentine products that could sell well globally, if only the makers could get them out of the country.
Most countries actually PAY government employees to make it easier for companies to export.
The USA spends billions, yearly, encouraging exports, thru agencies like the export import bank- without which, Boeing would sell far fewer planes- but the US government guarantees the loans, when Aerolineas Argentina buys a Boeing plane.
Imagine if the Argentine government actually HELPED its companies to export, rather than doing everything possible to discourage it, unless they sell soybeans, in which case they just tax you 35%...

Rebuild the railways so there is regular freight between internal Argentina and Buenos Aires. (reopen the Veins of Latin America! :lol: ) creating competition for the current trucker/bus mafias.

Grow the subway so that it goes to greater BA and places like Ezezia. Use mercosur and buy subway cars from Brazil encouraging more integration.

Replace the buses with trolly buses / create tram lines in buenos aires. Enforce road laws and fine anyone/jail repeat offenders who drives like they currently do.

Close down the stupid tierra del fuego factories, moving them and providing space / factories etc closer to where the population of the damn country lives, maybe near one of the newly repaired railway lines!

Follow what Turkey did with imports and exports so that you gradually open imports providing competition for the local factories so they have to improve or close. Ultimately becoming competitive in the world.

Remove taxes on any technology that can be used to develop things, use the highly educated population to create innovative high tech products and not just provide cheap off-shoring for other places.
Provide incentives for current high tech companies to open their data warehouses here and not in surrounding countries.
Get fibre to all the cities and people.

Simplify the tax codes, just copy paste it completely from somewhere that works, allowing small companies and innovators to grow easily and benefit the whole country.

Add subsidies/remove import duties for Solar Panels to ease the electricity problems and reduce reliance on fuel imports.
Grow Wind power in windy places, Hydro in the mountains to store energy, geothermal where possible.
Short term increase Nuclear power.

Move to a Parliamentary system with the president as a figure head with no power like Ireland etc. so one person doesn't become a demigod and idiots are not just named in positions of power they are overseen by a cabinet of elected officials (Kicillof, Moreno etc who were never elected )

Float the peso and adopt policies to keep inflation at a normal rate. Currency controls never work and never will, see Black Wednesday in the uk.

Education, education education! Education for the children and mothers.

Have some immigration and border controls, encouraging immigration to areas where workers are needed and not to the slums of buenos aires.

Sack people in public who have no right to be in the positions they are. (i'm looking at the Aerolineas Argentinas, central bank, all these morons in embassies around the world, the national pension fund, the energy sector, railroads and government media etc.)

That will do for a start.

The thing is there would be too much bickering about meaningless things. Changing deep rooted cultural things in this country could take a while. There are so many things that are wrong and people's mindsets are in the wrong place because of it or the things are messed up because of people's mindsets. Either way, if you were to suddenly try to make changes, people's reactions might make everything worse. If some non K were to become president and wanted to get rid of the ridiculous USD restrictions the first thing most Argentines would run to is to exchange pesos into dollars (this is decades old behavior apparently) They don't think about stuff like, well, you're trying to protect your savings by going to USDs and they are so unaware of how week the USD has been lately and will be.

You see it everywhere, Macri tries to do things for the city and he gets constantly sabotaged. I don't think there's much to do. Just let them carry on for as long as they need in order to grow up as a society. They have enough natural resources to experiment as much as they want to. If Argentina were a person it would be an 8 year old brat. They really need to grow up and they might just need some more time. I don't think I would want the job of having daily battles with everyone because they don't want to let me make their lives better.

Change the immigration policy: Throw out all the Paraguyans / Bolivians / others that are not paying taxes.
Throw out anyone not legal that's living here. ( That includes all you expats sponging here without residency).

Make it a capital crime for murder/ robbery with a weapon ( 30 day trial to hanging)
Cut hands of thieves ( 1 each time), then their head for the 3rd conviction.

Make it a tax haven to bring in $$
