Internet Speed Throttled?

I have the Fibertel Corporativo plan, 10Mb down, 1.5Mb up.
It usually tests around 7.5 to 9Mb during the day.
The last 3 nights, the speed has slowed to 0.25Mb up and down at night.
I know there must be a lot more neighbors online at this time, but this is ridiculous slow.
Anyone else have this problem lately?
I'm thinking the ISP is throttling back the speeds, any thoughts?
