Is There A Problem Using Non Argentine Credit Cards?

We have been doing online pedidos from abroad for years for a family member through Disco and have had no problems. Today this relative was called by Disco and told that the person holding the card had to go to a local Citibank (the card's origen) and have the card authorized before it would be valid. Unfortunately, we are not in Argentina right now. We also received an e-mail stating the same from Disco and the order was cancelled.
Is this some new traba to prevent outside money from being used in Argentina?

If you're paying with a credit card at the official rate, you're getting ripped off big time.

If you did that for years then I tend to believe
  • A new regulation in place not accepting Foreign cards by Coto
  • the Clerk didn't know how to process the Pedido with a Foreign CC
  • Try it again today
