Two airlines pointed out how to avoid the 30 percent surcharge on ticket purchases
Latam and Aerolineas Argentinas issued a statement in which they enabled travel agencies to collect their tickets in foreign currency so as not to be reached by the PAIS tax. The ticket must be issued in dollars and the payment also in dollars.


 
This way of operating requires the buyer to pay in USD (the currency in which the ticket is issued) with cash or Debit card. This indirectly means, the buyer has USD/will get USD from the market, which is expensive as well.
This is in my humble understanding. Eager to know more though.
 
Yes, it is interesting for people who already have US Dollars (either exchanged before the cepo or brought from abroad).
 
There´s the catch. If you use USD from your pockets, the AFIP will want to know where they came from if they were not declared before.

To avoid paying the 30% surcharge, the customer must make the payment in cash or dollar deposit in a bank account. So far, they have already obtained permission Sky, Iberia, LATAM Argentina, United, Aeromexico, Air Europa, American Airlines and Aerolineas Argentinas

There are 20 airlines that requested authorization to issue their tickets in dollars and, thus, prevent passengers from paying the additional 30% corresponding to the PAIS tax. So far, eight have obtained permission: Sky, Iberia, Latam Argentina, United Airlines, Aeromexico, Air Europa, American Airlines and Aerolineas Argentinas.
