To me, it's the opposite. Wether they succeed in snatching what they wanted or not, motorbikes allow them a fast escape. How fast can they go on a bicycle, and for how long? Looks too risky to me. Besides, moto-snatchers work in pairs, one concentrates on the target and the other on the driving. Of course, bici-thieves could try riding a tandem bicycle... :D
