Not always was like this as you're presuming, health care for the masses really take off when Peron & Evita and the Justicialist party took power in 1946 before it was a horror history here too, after 1955 Peron was ousted by a military junta in collaboration with the oligarchy...from then on all went sour, the state of infrastructure deteriorated almost to ruins, since 2002 all started to look better and attention was given to this important and essential social sector, of course between the means of a devastated budget that did constrains the development of new infrastructure, maintenance and personnel hiring but bit by bit the system will continue to grow up as it should be, of course it all depends of who will continue in power in the next 4-5 years is someone like Macri wins (hope not) the hospitals and healthcare system will looks like very similar to the streets and sidewalks of Buenos Aires are now, dog poop included.
