I am thinking about taking the ferry to Montevideo and then flying out of the airport to USA instead of EZE.

Are there any bus services to the airport like Manuel Leon that originate near the ferry port in Montevideo?

there is no similar service like Tienda Leon. Only a normal colectivo that takes forever and has no space for bags.

Of course there are, but not from the port, from Tres Cruces station in Montevideo a short taxi ride from the port.

Since you're taking Buquebus anyway you should probably inquire whether the bus to Punta del Este doesn't stop at Carrasco airport, that way you could go directly from the port to the airport.

Certainly not similar at all to Tienda Leon. In fact no Uruguayan service company can be compared to an Argentine one.
 
The airport has only one official taxi, which charges 70 dollars to take you to the city in a mercedes benz car. However if you walk outside of the building, at the sidewalk you can take a regular taxi which charges you around 20 dollars for the same trip to the city. You can arrange before starting the ride.

There is a direct service with Buquebus wuich takes 2 and a quarter hours .

There are two services per day in each direction
 
Seacat offers a charter to Colonia but you are on a bus from Colonia to Montevideo

And Colonia is more than 170 km from Montevideo

A cab from the port at ciudad vieja to tres cruces will cost you 5 bucks.
