Movistar Sim Card

i have a quick question
my friend is coming from Prague and wants to have a sim card As I have movistar its probably best for him to have movistar too since he knows no one but me here? thoughts?
without argentine docs can he buy a sim card for his mobile phone or must I as an Argentine do it?

He can get a prepaid sim card without problems. If you go to an official movistar office he just needs his passport. There are other places where you can get them without any ID (sim registered to another name).
