Hi, most likely your personal data is still safe, but please refrain from trying to turn it on as this constant starting & shutting could eventually do something to the hard disk.
There could be any number of different reasons/causes for the symptoms you describe, one of them could be the result of high heat levels, a very common issue with most laptops when their cooling systems block up with lint & airborne particles, they develop secondary problems like video chip failure,faulty video memory, solder fatigue etc etc. But your issue could also signify electronic component failure with transistors, capacitors etc.
It may be repairable, if it's not difficult to do so & with the
greatest of care, you may be able to remove the hard disk from the laptop yourself...but I stress that you have to go real slow & with lots of care,,...you may be able to unscrew a lid cover from underneath your laptop then you could go to a PC shop & buy an external USB enclosure (around US$25) to put your disk into so that you can then just plug it into another computer to access your data.
