Semi, you are absolutely right. I too spend time in Devoto and in other non central parts of BA and I can verify that few people speak English. Speaking English on the street draws attention and I try to avoid it. BA is only international in places like Recoleta, Palermo, Barrio Norte, Zona Norte where expats usually live. And even there the majority do not know English beyond some basics, if that.
