Can anyone, regardless of having an account, change dollars at a bank for the higher rate?
 
Believe you have to have an account at the bank and you exchange for dollars through ebanking (website or app) only.

Like everything down here, it's a little more complicated than that.

There are many points to factor:

A. Do you have an account at this bank? If not, there may be a transaction limit.
B. Is this the same branch that you opened the account with? If not, there may be commissions.
C. Are you prepared to declare the source of these funds and is that source tax exempt? If not, there may be taxes.
D. Your bank may require you deposit the dollar in a dollar account and then sell them through their app...which is at MEP not oficial.
 
What a ridiculous fiction. Never knew this was how libertarian capitalism worked.
That's because ofical being more than MEP is actual fiction. If such an arbitrage really existed, every cueva and private "financiero" would be lined up at the bank all day every day recycling funds. This actually happened when MEP was higher than oficial. The BCRA now requires anyone purchasing dollars at oficial to wait 90 days before selling at MEP to avoid such brecha incentives.
 
You can only change up to $100 at the bank in cash at the official rate. The rest has to be via home banking. Very libertarian
 
I left a few days ago, and I was getting about ARS 1390 on my bank card, and 1450/1460 on wanderwallet. So i was mixing the two depending on the nature of the purchase
