What is the best way to transfer money into Argentina from a US bank account with minimal fees and paperwork? Please advise.

If it is a small amount of money, like 2000 - 3000 USD, then use a private service such as Xoom (pick up cash in Buenos Aires).
For larger amount it gets more complicated. Most important of all is: do you have a bank account in Argentina? Is this a one time transfer or are you looking for an effective way to support yourself with your money abroad?
 
You could try buying bitcoin with USD for example through a bank transfer to https://coinbase.com
then sell the bitcoin for Argentine Pesos for example through https://satoshitango.com

Ria money transfer is good for up to $2999. US dollars. The fee is 10 US if the sender uses their bank account. It's cheaper than Xoom and you have the option to receive US dollars, but you have to have someone else send you the money and it has to be sent from the US. You can pick the money up at second floor branch of Argenper S.A. (Corrientes - Once)

It's for like, 20-25k for the first time. I can't get a bank account here because I still haven't made it to the city to get a DNI. It would be for a regular transfer every month or so, not 20k-sh though, thats just the once. Every month it will just be my pay check.
