Maybe you should consider a "Love Motel". They're all over the city, every neighborhood has them. They have a quick "turnover", he he....
The current rental crisis makes it very difficult for young people to strike out on their own forcing many of them to live with relatives.
As Cole Porter wrote in 1928.. "Birds do it, bees do it,...Some Argentines without means do it..." and they're still doing. Hopefully will continue doing it till the end of time.

A) This info is a few years old. Perhaps some one can say definitely what is happaning now. The hostel space itself must receive a permit to be a hostel. This seems to be possible if the rules are met, (Sorry, I don´t know details).
B)The person or entity wishing to run the hostel must receive a permit. This seems to be the hard part. A "gestor" might be hired, but there is no
guarantee of success.
If some one is wanting construction done, it seems one will likelywait months and months to even find some one to start the work.
