Paris or Buenos Aires?

Easy one to answer. Buenos Aires is what Paris would be like if you got rid of all the Parisians, filled it up with people from the South of France (I'm talking the "vrai midi"), and gave it the weather of Montpellier. A few more cracks in the pavement, plenty of inefficiency but replete with people who know how to enjoy life and bags of culture thrown in. The portenos have a very southern french attitude combined with a somewhat british sense of humour. As a place to live it is a pleasure, as a place to work I have no idea as I don't need to at the moment.
 
Indeed, parisians are quite boring.

Another advantage Paris has is that in less than 2 hours you can be in the center of London, 4 hours drive to Amsterdam, etc...
