Paying the fine in the early hours of the morning

I have a friend who is leaving on Friday - his plane is at 6am. We understand he will have to pay the fine for overstaying his visa at the Banco de la Nacion in the airport. The question is, will the bank be open at 3am?

Yes you can pay at any hour. Also dont worry about there being huge lines etc, I have paid 3 times and the immigration area was always empty, _once_ the bank line had about a 20 minute wait but that was it

Yes it will be open if there are flights at that time.
