Paypal Problems?

has anybody experienced any problems with paypal lately? I am trying to pay somebody with chase debit card using my paypal acct and it would not allow me? Forget using arg cc, i know it won't work, but now american debit card??

Paypal gets all annoyed when you log on from 'odd places'. I gave up on them a long time ago.
