My experience was that I was married in 1983 and soon after sought permanent residency and a DNI. It was a long and complicated procedure, and I finally paid an attorney in BA to get me a resident visa through the Houston Consulate. I entered Argentina with the visa, and began the tramites, translations, legalizations, finger prints, letters from the Houston Chief of Police, each step was expensive. I was given a small piece of paper with my photo on it at Migraciones in Antartida Argentina. When I went several weeks later they told me that they had lost the paperwork. I gave up on the DNI, but I can still enter Argentina with my new U.S. Passport, and the old one with the resident visa (and the small piece of paper) and I do not have any fees for other visas or no time limit on my stay, and nobody seems to care how often I enter or leave Argentina. But I still have no DNI and can not open a bank account or sell a property in Argentina without paying extra taxes.
