I do not know the reason for the UK restrictions to new people, though it seems to me that it is full of them. In the case of Japan, it is due to the fact that they consider themselves a separate race-nation which does not need "contamination". The case for Israel is different. The UN created that nation in 1948 as a homeland for all the persecuted and displaced Jews, specially after WWII. They accepted Jews from any country, even from black Africa or Asia(specially Yemenite Jews).
Should they accept say millions of Christians,etc; the reason for the State may seem to became invalid.
