Reciprocity Fee Only If Arriving By Air?

Can anyone confirm that the reciprocity fee that US, Canadian and Austriailans must pay is only if you arrive by air? Had a hassle at the immigration in Uruguay by an Argentine official who demanded to see my receipt even tho I arrived 2 months ago and had obviously had to pay then. Had to pay $160 again because i left it in BA, thinking I didn't need it. I'll dispute this with Visa but I need to know if I'm right----only by air has to pay?
 
A new regulation started on january 7th 2013. From this date on, every australian, canadian or american citizen must pay the reciprocity fee no matter how you enter the country.

You need it regardless of your mode of entry. The "reciprocity fee" is not based on air travel, it is supposedly put in place because Australia, Canada and the US charge Argentine citizens money to apply for a visa.
 
we almost had to pay it when we forgot the kids DNI's at the Chile border, but they were nice enough to go look up if our kids had DNI's so we didn't have to pay it.
 
As stated, the $160 Argentina charges US citizens is a reciprocity fee because Argentines are charged the same amount for the interview when they apply for a visa to visit the US. The fee changes depending on the country, etc. As of the start of Jan this year anyone coming from the US is supposed to have paid the fee online before boarding a plane to Argentina, and travel with the receipt. The airlines are slowly coming on board. As of this moment there are a few computers at the airport to allow for travelers to pay upon arrival, but this is being phased out. Not sure what will happen in the future if someone does not pay and slips past the airline attendants.
 
WOW then this is new. I have relatives come here and never did they have to pay if coming by bus or boat. It was absolutely only by plane. My own son and nephew flew in to Montevideo last January, looked around over there, then crossed to Argentina and neither of them was charged. I know for an absolute, no doubt fact that this has not been the case before except by airplane. I have come across from Montevideo many times with my son and he was never charged.

But with Argentina's financial problems I'm sure they are looking everywhere for money.
 
I'm a US citizen, Argentine permanent resident. Under the new law If I don't have this receipt, will I have to pay the $160 if I travel in and out of a bordering country such as Paraguay?
 
No Eric- just show your DNI and you should be fine.

These new regulations are for first-time US, Canadian, and Australian tourists entering by air or land into any point in Argentina.

If you are arriving by cruise you are exempt from this new fee only until the end of June. On/after July 1 2013 you will arrive in Buenos Aires and be expected to show proof of your reciprocity payment.
