I can highly recommend the otorrino Dr Santiago Draghi. He consults Tuesdays near Plaza Italia from about 5pm on at a Oro 2494 Piso 1, about 3 doors down from Santa Fe. Best way to get an appointment I found was to show up there at about 4:30 on a Tuesday and talk to his receptionist to see when he has time.
He was recommended to me as the best otorrino in the city, via a leading heart surgeon, and a coclear implant recipient. He speaks perfect English. I saw him for a vertigo and hearing problem.
