The visa pensionado shouldn't take long but I can't give you a precise estimate.

I received temporary residency 16 years ago and I received a precaria the day after I first submitted the docs in person.

I had to return the next day with additional paperwork (ATM receipts).

That was prior ro RADEX.

If I understand correctly, if you start the RADEX process before your 90 day tourist permits expire, you won't have to pay for the prorrogas de permanencia as RADEX automatically will give you a 90 day extension.
