I came across this pretty interesting report entitled "2001-2012 Relevamiento de mercado inmobiliario en la ciudad de Buenos Aires":

It covers various real estate and apartment values (sale and rentals) in Capital Federal over the years, segmented by year and by barrio. It's put out by the Ministerio de Desarrollo Urbano (Ministry of Urban Development, I think). If you're curious about how they compiled the data, see page 90 - Anexo Metodológico.
