"Right to work" in Argentina

1). What about if someone came as a tourist and wants to open for example a "kiosko" (it's only an example)? Will migraciones accept his application to temporary residence?

2). For someone who has a residence based on short term student visa (less than 6 months for example), could he switch it into a temporary residence if he wants to open a small business (kiosko, restaurant, verdulería... Etc)?

1) No.
2) You are complicating easy things.
The legal residence is a working permit. Once you have one you can use it in any way.
You can always change the cause.
However, as you are realizing, the whole system is planned to excluye you.
This is why citizenship is the path to freedom.
