Shipping company requires certificate of residence

Hello
If anyone can help with this I would be very grateful. I am preparing to ship my "personal goods" however the Shipping company has insisted that without a 'Certificate of Residence' issued to me from the Argentinian Counsulate in Miami (where I'll be shipping from) I CANNOT SHIP and be entitled to the tax exempt status that all new Residence Visa holders are given. I have read the official Certificate of Residence document from the Counsulate and it is written for Argentinian citizens returning to Argentina who plan to ship their goods back to Argentina. (There is a one sentence mention that this tax exempt status is also given to new Permanent Residence Visa holders who are foreign.)
I'm a US citizen.
I'm very confused how this law applies to me & no one will clarify.
I will have my Permanent Residence Visa in another 30+ days, all of my documents are approved by Migration,
I have my Precaria and I live in Mendoza not in the US. I do not intend to return to Florida anytime soon.
Below is the note I received from this Shipping Co. It's Schumacher Cargo Logistics.
Please help if you can. THANKS!!

"Wait for the Permanente visa to ship, BUT the certificate of residencia will be 100% required from the Argentine consulate in the USA. We strongly recommend this option."
 
The tax exemption certificate is usually issued by the Argentinian consulate abroad to Argentineans who have lived in another country for a minimum amount of years and they move back to Argentina. Check with the local consulate in Miami to see if it may apply to you.

Hi Silvie, ty for your reply! I did contact the Counsulate in Miami and received a reply by someone who was clueless. Honestly I'm not sure what to do other than find a customs broker here in Mendoza and see if I can an answer that way. I appreciate your time *

Sounds to me that you indeed have two options: the consular route and the one in which you arrange everything in Argentina. I do understand that in general they want to verify in some way (official documentation) that you are entitled for the one time tax exempt shipping to Argentina.

Not sure. This or next year I am in the same process, trying to ship personal stuff (about 50 boxes) to Argentina without having to pay taxes.
