Yea with Movistar you can activate a SIM with your passport. However you need to go to an actual Movistar location, you can't just buy it in a kiosko and activate it. Technically any official Movistar location can do it, but in my experience some will say they can't/don't know how. If you go to a main office they can do it no problem and have plenty of experience doing it. I went to the one on Avenida Santa Fe 1844 and did it no problem.
