That may be correct- CDI vs Cuit- I am not in Argentina right now, and all my paperwork is there.
But- A CDI is still adequate to rent or buy property, and it is still available to expats.
So the utility, in terms of renting a cafe spot, is the same.
My basic point is that many many expats do indeed start businesses, rent spaces, and make it work.
In Argentina, there are always workarounds, and many ways of doing things.
No, I would not recommend "investing" ten million dollars on a student visa.
But bootstrapping a small business is done all the time by very poor expats with very little paperwork.
My neighborhood is full of small businesses run by expats.
