Is it standard practice for civilians to fly on military flights to visit family?
No. It's only allowed if there is space available, and even then, it's not like flying on a normal plane with seats and flight attendants, passengers sit in those webbed jump seats that go along the walls of the plane (amongst the cargo). The option is only available on flights going to bases overseas.
 
Seems kind of odd to me that the government would purposefully put him on a no-fly list because of civilly, non-threatening public criticism as a means of punishing him or harassing him for his views. After all, won't that make him mad and give some weight to his criticisms and have the exact oppostie effect?

It does not seem odd at all. It is actually a great deterrent against dissent. Instead of turning dissenters into martyrs by arresting and persecuting them, you just make their lives extremely inconvenient. Regular people then respond just like they have been responding here: A) It is either a mistake B) Or he has done something to deserve to be on the list.

He is not the first one to be added to the list for apparent political reasons.

Journalists who have criticized the CIA or US foreign policy, lawyers who have criticized the Patriot Act, political activists and so forth. There is no appeal from the no-fly list. There is no Congressional oversight. The government does not need to give a reason of why someone is added to the list.

Seems like the perfect tool to punish those who criticize the administration or who become too annoying on their political activism.
