Temp. Rental - Landlord - Where To File A Complain?

Hi everyone.

I don't feel like going into all the details as I am already pretty pissed off.

To get to the point, I am not a resident just a 6 month visitor. Oct. 30th to April 30th
The current place we are staying at is a complete nightmare... New building with problems on weekly basis.
We are paying over 1100 USD per month via Agency (don't want to mention which one but its the biggest in BA)

I want to file a complain against the landlord or at first just give him a little scare, hopefully it will motivate him to address some of the problems.
Can someone provide me with some Gov agencies that deal with that kind of stuff.

Tell the owner that you will contact the AFIP for not paying taxes on his illegal business (subletting his apartment to you) and the same for the agency. That should scare them!

The only thing that works is to burn him on the forums so, he is going to have less clients.
