I haven't read all of the articles from La Nación, but the Italian newspaper says that Tevez's adoptive father was kidknapped (although his identity was not know to the kidnappers), then released, then re-kidnapped again (presumably by that point the kidnappers knew he was a valuable prey) and then re-released upon paying 400.000 pesos.

Should we get worried? Are they back at kidnapping random people? Is this really a sign the country is on the verge of default, again?

Why would they ask for a mere 400.000 pesos if his sons earns billions?!

This was a carjacking that turned into an unplanned ransom kidnapping, which is pretty rare these days. I don't think it's a sign of anything that hasn't already been happening for years. They probably asked for $400,000 pesos because it was both a lot of money to the kidnappers, and something they figured they could get quickly without any logistics arranged for hiding a hostage, etc.
