The exchange rate at starbucks is still 90:1. Why?

Why is the exchange rate at Starbucks (published next to the cash register) so low? My almond milk matcha frappucino now costs $12
 
I assume because Starbucks assumes, or realizes, that clueless tourists will prefer to go to Starbucks rather than the better Martines, Bonafide, and other speciality coffee roasters, and they can make #lotsamoney fleecing said tourists. Possibly a better question is why would you allow yourself to be fleeced?

Though I don't know if Martinez, Bonafide and the others offer the concoction you want. If that's the case, Starbucks have a monopoly on you and can charge whatever they like.

are you paying with foreign cards? if not, it doesn't matter.

if so, why on earth would you do that?

Currency exchange is a regulated activity. Most likely it is a licensing requirement to honor the official exchange rate.
 
I was in Nike the other day and was surprised to see the USD to peso exchange rate was the blue one.
In any case you deserve to pay $12 for drinking that.
