If you are into the fixie scene and not actually riding in the velodrome you will be hard pressed .

Most people into track bikes here are serious racers. Even though a large segment of people do enjoy this.
 
sweetdee. there is a small fixed gear scene but very marginal and in its infancy. your best bet for a cycle scene would be to check out the critical mass events once a month. i've included the link to their facebook page and their flickr.

i know of a few people who are friends of friends who build track bikes but obviously parts are almost impossible to come by (aside from the frames). specialised rims, hubs, bespoke grips, saddles, aerospokes are probably all things you'd have to import or buy abroad.

As for watching hockey: The absolute best thing in the world is to buy the "package" from the NHL website. Its $159 for the regular season (and you can pay n $19.95 installments a month). Down here you get practically every game, you can do picture in picture, or 4 game split. There are games every night. I got it for my birthday and it is AWESOME!!!! Saved me from another marathon of "La Ley y El Orden".

The streaming quality is quite good to really good (at least with my internet) even when doing 2 games at once. I know its not a bar, but you get the sound and to be honest most bars even in the States will change the hockey if someone wants to watch basketball or something else, so with futbol on TV every day I am sure some other match will take priority over say Flames v. Coyotes on a Tuesday night.

Pizza tastes vary from person to person, but here are two places I enjoy:

Punto y Banca for pizza...Honduras 4002 for Argentine style pizza.

Piola in Recoleta on Libertad between Santa Fe and Marcelo T. for a thin crust pizza.
