How would I find out who owns a particular real estate property? Is this the domain of an escribano? What is the property is a "cooperative" or a large PH that has been subdivided and I would like to know who owns a specific "departmento". Can I assume this is public domain knowledge? Are there easily accessible records?

There is a real estate registry here - Registro de propiedades . If you have a legitimate interest, you can request this information yourself, otherwise only professional can do it.

Check "Preguntas Frequentes" -> "¿Qué son los Informes Nº 1 e Informes Nº 4 y cómo pedirlos?"

Legitimate interest:
The owner or his/her spouse.
A mortgage creditor.
The beneficiary of an usufruct, or right to use, etc.
