Hola!

Can I get citizenship and passport within 4 years, coming Argentina as a tourist. I'm a single man and currently I don't have intentions to get marry in Argentina..

how to start the process after coming to Argentina?

Maybe, but if you remain a tourist (without ever obtaining temporary residency) you will have to pay a lawyer specializing in citizenship for foreigners without a DNI thousands of dollars and there is no guarantee of success (or a refund if the "sentence" is unfavorable).

Make an agreement with the lawyer, pay as much as he wants (or will accept) up front, then do whatever he tells you, including waiting patiently.
