to my knowledge there was never any restriction on the latter. it is just a matter of going through the hoops with your bank to fill out the right paperwork to make the wire.

to clarify, it has been awhile since i did it but last time i did the restrictions were in place. but USD in your account is already yours, and there was no issue wiring it abroad.
