Check the SMS troubleshooting guide link below.Not all carriers support receiving Skype SMS texts messages...?
For instance in the USA only Some carriers do support receiving these sms messages. May also have to do with the receiver cell phone settings.(See link on SMS settings for IT-mobile phones as a reference).
If you have the receiver in Cordoba as a Contact in Skype he must have added his cell phone number in his profile.

If you’re sending a text to someone located in the USA, only the following carriers support receiving Skype SMS text messages: Alltel, AT&T, Cellular One Dobson, Cellular South, Centennial, Cincinnati Bell, Nextel, Ntelos, Sprint, T-Mobile, Unicel, U.S. Cellular®, Verizon Wireless, Virgin Mobile USA.
