U.S. or State apostille for financial documents (residency)?

When getting financial documents (and letter from CPA) apostilled, do I need a U.S. apostille or can I obtain a California State apostille?

And keep in mind:
U.S. Apostille = 5-8 weeks
California Apostille = 2 days


California Apostille (official website): "The California Secretary of State authenticates signatures only on documents issued in the State of California signed by a notary public or the following public officials and their deputies"

U.S. Apostille (official website): "This office receives a variety of documents from commercial organizations, private citizens, and officials of the Federal and State governments. Documents include but not limited to: company bylaws, powers of attorney, trademarks, diplomas, transcripts, distributorship agreements, articles of incorporation, good standing certificates, home studies, letters of reference etc. It also ensures that the requested information will serve in the interest of justice and is not contrary to U.S. policy."

The california secretary of state is a competent authority authorized to issue apostilles on behalf of the state department
