I ended up calling Apple and spent several hours on the phone with me restoring my iPhone. They said that if I could receive text messages but not send them I would have to go back to Movistar. I went back to Movistar who of course didn't want to deal with the problem and told me to go to an Apple technician and I insisted and insisted. It turned out they had to put in a code, then they discovered that if I sent text messages and wrote something not only in the subject but in the title as well it either wouldn't get sent or it would arrive as an archive that the other person would have to download. Now I sent text messagse leaving the title blank and they arrive fine.
