what is the best cell phone a/c to have for international roaming within South Americ

If you don't mind having a different incoming number the cheapest way would be to get a local SIM chip in whatever country you are in.

If you would be receiving a lot of calls from different people then this would be complicated as your number would change in each country. For making calls this would be the most economical in my opinion.

Yes, i do receive lot of official calls, and i do travel quite often with in South Am. and hence my need.
 
You can still get an incoming DID number and redirect it to your local mobile. For example, Callcentric gives out free numbers in NY state.

One thing to keep in mind though, that some mobile providers treat incoming VOIP calls as calls from public phones. For example, in Argentina with budget VOIP routing, Personal says it is "Llamada a su cargo", but Movistar accepts a free incoming call.
