It does but in this possible case:

Uruguay lose to Costa Rica, Italy but beat England.
Costa Rica lose to Italy, England but beat Uruguay.
England lost to Italy,Uruguay but beat Costa Rica.

Then it goes to Goal Difference as they all have the same points.

Scotland actually went out of a world cup unbeaten in 1974.

Baseball is infinitely more complex. Soccer, by contrast, appears to be for simpletons.
