Another example of how cheap Argentina is. Personal offers Worldwide Roaming for 30 days of 2GB data for 11,750 pesos. US roaming is merely 3,100 pesos for 30 days of 1GB data. That's a lot cheaper than local contract (maybe not in India but in Canada or even Chile yes).

They even offer 25% bonus for recarga en linea even with a foreign credit card.

I have been using it in Canada for over a month and it works flawlessly without throtted download speed, not like a free roaming by mexican carriers.

No. You can just get a prepaid SIM card with a passport, and international roaming is already enabled. To recharge online and buy a "pack roaming," you need to create an account online or download "Personal App."
